Consider tiled-based methods.

For short term:
1. Only allow 1 primary (spot) light to cast shadow and GI.
2. Projective texture on non-primary light only.
3. SSGI and SSR fetch from last frame's shading.

For long term:
1. Tile-based solution.
2. Multi-resolution solution.
